*news that Ress was returning brought Ame out of her room dressed in pair of cotton half-pants and a strapless and form-fitting white tube-top. Her blue hair was pulled into a simple long braid and her sandals simple and sturdy. She went out to the courtyard to wait for Ress's return, scrolls in a sack over her shoulder for when she needed them. She figured that the emperor would have to pass her to get in so she could do the introductions and get right down to business*

* Ress, having dragged himself through the city, was glad to now be within sight of his imperial manse. he pondered over sitting in his chair at the console in his hearthroom... or maybe even rest in his own bedroom. He stopped when he saw the blue haired woman in the courtyard with all the paperwork on her. Figuring that she was here on business, he stood up straight and carried himself over to her the way a dignified emperor should. He bowed to her before addressing her*
" Hello, I m Emperor Ress... have you come to speak to me?"

*Ress chuckled softy to himself as he motioned for her to follow him. The emperor's work was never done, so it seemed. He took a deep breath, before opening the manse doors for them*
" Of course, Ame. Lets discuss as we walk... I need to get to the manses control room. So, what is it that you wanted to tell me?"

In case you couldn't tell, I am a Dragon-Blooded and I originally came looking for a husband. I have your flyer, actually. What's great is that my usefulness doesn't end there, in addition to being able to birth many children I am also a trader from Nexus. I wasn't a part of the Guild, before you ask, but I held my own business against that one so I know I've got something right
*she laughed some at that, giving the emperor a moment to process what she had just said*
If you let me, I have plans drawn up for a trade route through Imperveress. I wasn't sure if the general populace was allowed the waterways so I have one for that possibility and then obviously the waterways option doesn't need a route. In addition to that I have a list of cities outside of this empire with their wares beneficial to Imperveress and what we could offer them. I would have drawn up plans for that trade route but I wanted to know which of these cities you wanted right away or if I should run off and make friends with all of them

* Ress nodded, taking in what Ame was saying. He had thought about what to do about the empires inter trading, but did not know where exactly to start. It was good to have someone with experience with the subject. Ress rubbed his chin, thinking to himself how he could help with this project*
" You know... those all sound like good ideas. But as for travel for the average person, I have hoped to do this for some time, and perhaps now is the time.. but the one thing that I have wondered... how would I make this a better mode of transport? The waterways are very fast, but for inter trade, it as not fast enough I don't think.... but, I do have a method of making it faster. I think, since making the water ways faster is taxing on the infrastructure of the empire, there should be a small tax imposed on the people of the empire. What do you think? Does this sound fair?"

I don't know your ruling style, but if you want to impose taxes, which is something that would probably happen anyway, you could ask the public opinion. It's something that makes sense, of course, and as long as the money goes back into the empire I think most people will be fine with a reasonable tax. If you're looking for a fee system there are other things you would have to think of, like what happens for their return trip or multi-city trips. You said that speeding it up takes away from the empire as a whole, if you do opt for the tax I recommend putting any money you receive into research and development for a more efficient transport system

" I didn't want to say anything.... but the Empire is a little low on funds these days... though the people here are fairly wealthy. I would think that a transportation tax would be helpful in circulating the wealth better... until of course, some of my other plans come to fruition. That being said, anything you need to improve trade, both external and internal, I place at your disposal... and as for a husband, I will se what it is I can find for you"

I see, that is a downside for sure. Well, if you make an announcement for the open availability for the waterways, make sure to mention the tax, of course. So if you'd like, I can start the negotiations and sanctioning of an official trade route for a few places. I was thinking that the best ones to start with were Lookshy, Nexus and Great Forks. They're all on the river and all could benefit from us and benefit us with their wares

* Ress retrieved a brush and a peice of paper from inside his robes, then began writing something upon it. when he was done, he gave the paper to Ame, smiling at her as he did*
" There, just give that to Admiral Dal'Lumen and he will give you five of our largest, swiftest ships for your trade. I will also station you in Bezair, the city right on the yellow river and with the easiest access to trade routs. Is there anything else I can do for you, Ame?"
